📌 When is a power of attorney required for ZAGS?
If you decide to obtain your civil registry documents remotely — without personal presence — you will need a notarized power of attorney.
This is the foundation, without which it is impossible to legally request documents through a representative.

📎 What you should know about drafting a power of attorney:
It must be brief, clear, and written in legally correct language — no emotional or vague phrases. The document must explicitly list the powers the principal (you) grants to the representative.
💡 One of the key secrets:
Use all synonymous legal terms that may apply to the requested document. For example, a birth certificate may be referred to as:
- duplicate
- copy
- reissued certificate
To avoid refusal at the ZAGS office, it’s better to phrase it like this:
“…authorize [name] to obtain a reissued, duplicate or copy of the birth certificate in my name…”
This will help you avoid situations where the representative is denied a document due to an “incorrect” wording.

🔍 What makes a power of attorney for ZAGS unique?
A representative with such a document may request information from the ZAGS registry — data on birth, death, marriage, or name change.
However, in today’s world of Homo Economicus, it’s important to understand: what matters is not just the information itself, but the consequences of disclosing it to a third party.
💬 Therefore:
Everything concerning a citizen’s personal life may directly affect their financial or property interests.
The representative must understand exactly where the obtained information will be used — and it must only be sent to clearly defined institutions.
⚖️ Special characteristics of a ZAGS-related power of attorney:
It is very narrow in scope — strictly for interaction with the civil registry office.
In CIS countries, such powers of attorney are issued in strict accordance with the national laws governing notarial practice.
In other countries, a power of attorney may be drafted based on the principal’s verbal statements and only partially adjusted to local law. This creates the risk of ambiguity or misinterpretation, which is highly undesirable.
📌 Important Note:
If the power of attorney is issued outside the CIS (for example, in the USA, Canada, Europe, or other non-CIS countries), an Apostille is required to validate it for legal use in Uzbekistan.
The Apostille confirms the authenticity of the notary’s signature and authority, and ensures the document’s international legal validity.
Without it, the ZAGS office in Uzbekistan will not accept the document.
